The root cause for us was that the "This computer will be managed..." dialog box will load when a Mac is bound to Active Directory and is subject to GPO's. It's possible that the Keychain issue that @iJake mentions could be the culprit, but another instance was restored normally by decrypting the drive and then logging in, and that wouldn't have All rights reserved.
