How can I fix this? Because it has attracted low-quality or spam answers that had to be removed, posting an answer now requires 10 reputation on this site (the association bonus does not count). Actually I have experienced similar problem with different application before, but solution (3) & (4) made the download runs smoothly again, but not this time.

The root cause of my problem was that I was trying to upgrade from 13.10 to 14.04 and my update settings were set to only check for LTS updates. Check This Out Now try updating/upgrading again.
About problems due to upgrading. Find that link, https://installer.id.ee/media/ubuntu/dists/quantal/main/binary-i386/Packages, in the list of software sources. Private PPA's are still hosted on Launchpad and have launchpad in the URL. I'm glad.
