I'll try adding the existing content database to the new web application now. Wizard and it said something about not being able to connect to the farm (this is a standalone install). I did some more research and eventually disconnected from the farm. Now IIS > Application Pools > SharePoint -80 > Properties > Identity 2. Then after some time if I open the central admin, I get the message "Cannot connect to the configuration database.".
