The key to solving it is permissions and directory security in IIS for /exchange-oma. The worst case may take about 2 hours. thanks for the pointers in the right direction. After removing the alias IP addresses the error went away and mobile phones could sync with the Exchange server again. If the problem persists, contact your administrator. I also tired change the settings of IPHONE (push, fetch, etc,)but still same thing.
