You can boot into the windows 7 install CD, press Shift+F10 to bring up command line, and then shrink the partition using Diskpart from here. I right click my c: drive and select "shrink volume", and get the box asking me for the amount of space to shrink. Diskpart Has Encountered An Error Access Denied So that was one problem solved, unfortunately when I actually tried to shrink it (I was trying to shrink it by about 30GB) I was greeted with an 'Access Denied' error If it is not what you want exactly, you can easily undo the operation and modify it. I'm considering just erasing the entire volume, since I have Vista 64 bit on the other volume and it seems to be working with all my hardware. Most defragmenters won't touch them, and when I tried one that could, it ended by destroying my hard disk, so I've no recommendation for you. It's advised to take an image copy of your C drive, to avoid re-installing Windows. If that doesn't work, you can always run diskpart.exe from the Recovery Environment command prompt.
